Lusa - Business News - East Timor: President signs off state budget rectification changes of $317.7M

Díli, 03 mai 2021 (Lusa) – The President of East Timor on Monday promulgated the general state budget rectification (OGE) which represents changes of $317.7 million (263.7 million euros) to this year's accounts, mostly for the response to Covid-19.
The text of promulgation was sent today to parliament by the head of state, Francisco Guterres Lú-Olo. So far the Presidency has not publicly announced the decision of the head of state.
Without touching the total amount of the General State Budget (OGE), the alterations cover a package of social and economic support measures and a reinforcement of the fight against Covid-19.
Employment support, credit moratorium, support for students, food security, support for frontline professionals and prevention and mitigation of Covid-19 are the essential measures of the package of amendments.
Taking advantage of the fact that the amendment is being debated in parliament after the floods that hit the country earlier this month - causing at least 36 deaths and a dozen missing - a reinforcement of the Contingency Reserve Fund to respond to the effects of the disaster was also included.
The changes "do not imply an increase in the amount of transfer from the Petroleum Fund to the OGE," according to the executive.
Thus, "the increase in revenue to fund the expected increase in expenditure stems from the inclusion of balances of management determined at the end of the fiscal year 2020, but not entered in the State Budget for 2021, as well as the reallocation of budget appropriations from the appropriations for the entire Government and the Infrastructure Fund."
Specifically, and among the measures, the Government has allocated 34.5 million dollars (28.6 million euros) for the purchase of vaccines, personal protective equipment, material for testing and treatment of inpatients, as well as for the construction and leasing of new isolation and quarantine sites and increasing the capacity of existing sites.
The employment support measure will cost $45.3 million (€37.6 million) and the credit moratorium will cost $2 million (€1.7 million), $3 million less than originally planned.
The funding of the Integrated Crisis Management Centre (CIGC) and the operations of prevention and mitigation of Covid-19 will cost US$16.7 million (13.9 million euros), with US$12 million (about 10 million euros) intended to "finance the purchase of food products from domestic producers" or their import, if there are not enough domestic products, by the National Logistics Centre, and their distribution to the most needy.
In the case of support for students, the measures allocate US$14 million (11.62 million euros) to fund the exemption of tuition fees by higher education students and a further US$2.2 million (1.8 million euros) to fund internet uploads.
Funding salary supplements for frontline workers will cost $51.9 million (€43.1 million) and some $31 million (€25.7 million) is earmarked for the remaining payments from the basic basket programme, supporting families.
The Covid-19 fund, which will channel almost all of the above payments, will also have an additional contingency allocation of $8 million ('6.64 million) to "provide for the payment of measures should their cost exceed the amount foreseen".
Regarding the floods, the planned amendments allocate $57.2 million (47.48 million euros) "to the Rehabilitation and Maintenance programme of the Infrastructure Fund, to finance the reconstruction of flood-damaged infrastructure".
A further 42.9 million dollars (35.6 million euros) is channelled to the contingency "for other expenses related to support as a result of the floods, in addition to the reconstruction of infrastructure funded by the Infrastructure Fund".
