Lusa - Business News - Angola: Portugal discussing visa, youth mobility deals for study, work

Luanda, April 21, 2021 (Lusa) – Portugal is discussing agreements with Angola for visa facilitation and on youth mobility, the Portuguese Secretary of State for Communities said on Wednesday, having discussed these matters with the Angolan authorities.
Speaking to Lusa after a five-day visit to Angola Berta Nunes said that work was underway to sign a memorandum of understanding to be signed probably at the summit of the Community of Portuguese-speaking Countries (CPLP), scheduled for next July in Luanda.
"We will see if it is possible to facilitate youth mobility between Portugal and Angola, in the sense that young people can go to study and work for short periods in Portugal under that youth memorandum," said Berta Nunes.
According to the Secretary of State for Communities, the two governments are very committed to the Agreement on Mobility within the CPLP, in order to gradually build a CPLP citizenship, an agreement that has already been signed by the ministers of Foreign Affairs.
Berta Nunes noted that cooperation with Angola was very important and was re-stated in several meetings with the Angolan authorities, namely in the area of education, teacher training and vocational training.
She said that the Saber Mais (Know More) Programme for teacher training and qualification, the vocational training project aimed at young people and others, was already in its third phase in Angola, as well as the resilience and food security project for small producers, which is now beginning, as well as cooperation in the area of defence and justice.
Berta Nunes noted that Angola is a country with a lot of potential and the Angolan authorities had been taking measures to facilitate and attract investment.
"And we are also paying close attention to these measures, because we have many companies here that want to continue and we have other Portuguese companies that want to invest in Angola," she said.
Asked whether she had dealt with the Angolan authorities about the issue of the Angolan State's debts to Portuguese companies, Berta Nunes said that the matter was not yet completely closed, but that progress had been made.
The Secretary of State for Communities made a positive assessment of her five-day visit to Angola, her first to the country, which included visits to the provinces of Benguela and Huíla.
In Luanda, Berta Nunes considered the dialogue with the community, the largest in Angola, with around 100,000 Portuguese, to have been "fruitful." Some questions were also raised, which will be seen bilaterally by the government, including the issue of driving licences, the payment of pensions, which at the moment cannot be done directly in Portugal, and the problem of joining voluntary social insurance, as a way of being able to contribute directly to social security in Portugal.
