Lusa - Business News - Portugal: Chikoti confident on new EU-ACP cooperation agreement

Brussels, March 8, 2021 (Lusa) - The secretary-general of the OEACP, Georges Chikoti, said that the conciliatory positions reached between the European Union and the African, Caribbean and Pacific countries offer "good" conditions for the implementation of the new framework cooperation agreement between the two blocks.

"The big issues have been seen, there are difficult issues, but, essentially, we have reached conciliatory positions, good ones, to implement the agreement," the Angolan diplomat, who heads the Organisation of African, Caribbean and Pacific States (OEACP), based in Brussels, told Lusa.

Approval of the new framework agreement for relations between the EU and the group of 79 ACP countries - including 48 sub-Saharan African countries - for the next ten years, known as the post-Cotonou agreement, took an important step on 17 December, with the signing of a draft agreement, which Lusa saw, but important resistance to the text remains.

Among the most sensitive issues for the ACP bloc are subjects such as migration or aspects associated with the International Criminal Court.

"There are countries on our side that are not members of the ICC and most EU member states are", but "the disagreement is not about the existence of the court. It is that some countries among us do not recognise how some aspects are handled," Chikoti said.

On the other hand, the issue of migration does not necessarily pose a huge problem, said the secretary-general of the OEACP, although, in this context, one of the points that took time to reach an agreement was concerning those who migrated to Europe illegally.

"On human rights, yes, there is a weakness in most of our countries. But there is also the [ACP] member states' commitment to being governed by the democratic, electoral ways of respecting human rights. But some weaknesses can be resolved over time," he said.

The post-Cotonou agreement, Chikoti stressed, is critical because it seals a relationship between countries that have been in contact for several centuries. There is a dimension that is not just financial or of cooperation, it is an emotional relationship, the Angolan diplomat said.

As for the financial dimension, it is also crucial, Chikoti said.

"We will have cooperation that, for the African continent, will be close to €40 billion for the next 20 years. There's going to be €10 billion for the Caribbean and Latin America and €3 billion for the Pacific," he explained.

Europe contributes considerably in financial terms and maintains a political relationship, which encompasses issues of the relationship between states and safeguards the maintenance of cooperation forums that are important from a geostrategic point of view.

"We have common positions in terms of Agenda 2030, the United Nations Sustainable Development Goals, as well as Agenda 2063, the African Union's Africa development programme," he said.

The cooperation under this agreement is unique, he added.

Another important dimension of the agreement, he said, was the market protection it offers to the most fragile economies. "There are countries that only produce one product. They only have one good to present, which has to be marketed. Imagine, for example, in this period of the pandemic, the impact on tourism. Some countries had practically no revenue at all. Hence the importance of an agreement like this."

The signing in December of the draft agreement of the new framework by the two chief negotiators - European commissioner for international cooperation and development Jutta Urpilainen for the EU and Togo's foreign minister, Robert Dussey, for the ACP countries - must be followed by its formal approval by the EU Council, in a version still to be agreed.

There are still unresolved issues in sexual and reproductive rights, human rights, gender equality, the International Criminal Court or migration.

The new framework agreement brings several significant innovations, starting with the approximation of the structure of dialogue and cooperation, with the creation of three regional pillars, which allow the issues of each region to be addressed individually and directly.

An "umbrella" structure of the EU-ACP relationship is created, which is replicated in three regional agreements - aimed at EU relations with Africa, the Caribbean and the Pacific.

Economic development, growth, job creation, investment protection, promoting the fight against climate change, cooperation in preventing and combating natural disasters are issues that cut across any of the parties to the new framework agreement, but with specificities specific to each of the regions.

The agreement establishes the creation of joint institutions - Council of Ministers, Joint Committee of Senior Officials, at ambassador level, and Parliamentary Assembly - both at the level of the EU-ACP "umbrella" relationship and in each regional pillar; as well as foresees, in both scopes, the holding, expressly scheduled or to be agreed between the parties, of Summits of heads of state and government, as well as councils of ministers, committees and parliamentary assemblies.
