Lusa - Business News - EU/Presidency: No great hurdles to balanced CAP agreement - minister

Brussels,Mar.1,2021(Lusa)-The Portuguese presidency of the Council of the EU does not see any major obstacles to reaching an agreement on the Common Agricultural Policy (CAP) and is willing to debate new proposals that balance positions and facilitate consensus in the Council.

"Several circumstances are arising from proposals for changes to the various regulations, but I do not think that, at the moment, we have any obstacles to reaching this balance and agreement," said the Portuguese agriculture minister Maria do Céu Antunes in an interview with Lusa.

The minister acknowledged that there is still work to be done in the negotiations. Still, she is willing to discuss "whatever is not in the agreement that the presidency received" at the next meeting of the Council she chairs this month so that a way can be "found (...) to balance positions" and "build a solution for this political agreement.

The regulations concern the common market organisation, the horizontal regulation and the regulation on CAP strategic plans, and will be discussed in a joint negotiation 'super trilogue' later in March.

"We believe that this demanding deadline is essential for the CAP reform to be concluded and to provide European farmers with the necessary predictability," she said.

Recalling that negotiations on the CAP reform began three years ago, the minister said that the Portuguese presidency is fully committed to having "a more ambitious common agricultural policy, based on a greener architecture, guaranteeing the income and viability of farms, fair prices for consumers and the strategic autonomy of the EU.

The conclusion of negotiations on the new CAP - now taking place in the so-called trilogues (Council, Commission and EP) - requires "a very demanding timetable of discussions to be able to reach this agreement, and we believe that this is the right time to do so," so that the CAP can fully start in 2023, as planned, the minister said.

During this six-month Portuguese presidency of the EU, Maria do Céu Antunes represents "the interests and objectives of the member states in the negotiations", but said that she is "willing to promote a political rapprochement between the various institutions, which requires a spirit of compromise of great responsibility by everyone".

Lisbon made "an exhaustive analysis of the proposals regarding the amendment of the three regulations under discussion" in the first two months of the presidency, and the minister now wants to "intensify the technical and political meetings - at the technical level and the trialogue level" to "move forward".

"After more than 45 meetings in two months, we are in a position to provide the necessary input for the negotiation to succeed," Antunes said.

The negotiations between the Council of the EU, this semester under the Portuguese presidency, the European Commission and the European Parliament should be concluded this spring so that the new CAP can start in 2023.
