Lusa - Business News - Portugal: Lisbon firm to lead EU study of impact of cultural, creative sectors

Lisbon, Feb. 22, 2021 (Lusa) - Lisbon-based company Qmetrics is to lead a European Union statistical project to help measure the impact of the cultural and creative sectors in the bloc, it was announced on Monday.
The pilot project, called 'Measuring the Cultural and Creative Sectors', and is receive €350,000 of EU funding. It aims to create a statistical framework that will then allow the EU to measure the potential and the social and economic impact of these industries.
On its official website, the European Commission recalls that Eurostat - the EU statistics office - has produced "extensive databases" on culture in the bloc but that it needs more information, given the evolution of the creative industries sector itself and the recent context of the Covid-19 pandemic.
"There are still data missing at EU level for many indicators and sectors and only those data would allow quantifying the full economic value of the Cultural and Creative Sectors (CCS)," the commission states, noting that not all the data available in each member state are reported to Eurostat.
It also notes that "the last 20 years have witnessed great technological changes impacting the CCS: in particular the digitalisation of the sectors, the arrival of big multinational platforms, the possibility of uploading cultural content by users that is commercially exploited" as well as "the growth of video games developing and publishing companies and increase in virtual reality production."
Hence, it argues, the need for this two-year pilot project, whose international execution consortium is led by consultancy firm Qmetrics, and in which another Portuguese company, the independent media platform Associação Cultural Gerador, is also taking part, along with Fundación Alternativas and everis of Spain and CUMEDIEAE of Belgium.
Created in 2000, Qmetrics specialises in information analysis and management, particularly with regard to service quality and customer satisfaction. It has worked with companies in the health, banking, telecommunications and retail sectors.
In a statement, Qmetrics and Gerador explained that "the consortium will undertake an extensive analysis of the information available at international level, contacting all the countries of the European Union with the final objective of proposing new forms of evaluation and filling any gaps that may exist between the current data from these sectors.
"The main cultural entities of each country, such as the Ministries of Culture, and the institutions responsible for statistical analysis, such as the National Statistical Institutes of all the members of the European Union, will be called upon to intervene in the implementation of this project," the joint statement adds.
According to the European Commission, the most recent data, from 2016, indicate that the creative and cultural industries in the EU employ more than 12 million people and generate €509 billion of added value, in particular "with the contribution of micro- and small enterprises."
