Lusa - Business News - EU/Presidency: Portugal parliament calls for Mozambique crisis to be a priority

Lisbon, Jan. 20, 2021 (Lusa) - Portugual's parliament on Wednesday recommended that the government make the humanitarian crisis in Mozambique a priority for its presidency of the Council of the European Union and raise awareness among EU member states of the need to strengthen cooperation with it and other Portuguese-language countries in Africa.

The recommendations were approved at a plenary session of parliament in Lisbon.

The final text, tabled by parliament's committee on foreign affairs and Portuguese communities abroad, which is the product of the merger of two draft resolutions by the People's Party (CDS-PP) and People-Animals-Nature (PAN) on the humanitarian crisis and terrorism in Mozambique, was approved unanimously.

Parliament thus recommended that the government "place the humanitarian crisis and the problem of terrorism experienced in Mozambique among the priorities of the Portuguese presidency of the Council of the European Union" and that it "through the various diplomatic channels intercede with the international community in order to promote all necessary efforts to help stop" these crimes.

The text also calls on the executive to "promote the participation of Portugal in humanitarian actions that are undertaken in order to re-establish peace and support the populations, including the displaced populations in the north of Mozambique, mobilising all efforts with the international community and the Mozambican embassy in Portugal for this purpose."

The main opposition Social Democratic Party (PSD) presented a draft resolution that was approved with the abstention of the governing Socialist Party (PS), Left Bloc (BE), Communist Party (PCP) and Greens (PEV), recommending that the government make a priority in its presidency of "actions that make [EU] member states aware of the importance of strengthening cooperation policy in [Portuguese-language countries in Africa], in particular through the Portuguese institutions that already carry out important cooperation work in these countries."

The PSD also urged the executive to "consider, in the Portuguese Cooperation Strategy for the period 2021-2030, the teaching of Portuguese in [those countries] where the presence of the Portuguese language is less strong or in border regions" and also to boost "the European Union's new approach to development cooperation, through new financing architectures", contributing to "these new forms of cooperation being powerful instruments for job creation and poverty eradication."

In other votes, parliament rejected four resolutions (tabled by the BE, PCP, PEV and a non-attached member, Cristina Rodrigues) that recommended that the government reject the trade agreement between the EU and members of the South American trading bloc Mercosur, and also a PAN initiative that sought guarantees of compliance with environmental criteria in that agreement.

The first four resolutions were rejected with the votes against of the PS, PSD and CDS-PP, with the Liberal Initiative abstaining. The PAN draft was rejected by the PS, PSD, PCP, CDS-PP and Liberal Initiative, with the BE and PEV abstaining.

Portugal's prime minister, António Costa, adressing the European Parliament in Brussels on Wednesday, to present the priorities of his country's presidency of the Council of the EU, said that that the agreement with Mercosur is one "for the geopolitics of Europe" and would serve to ensure that the Atlantic does not lose the "importance it has".

The trade deal, which was reached in June 2019 between the EU and Mercosur members Brazil, Argentina, Paraguay and Uruguay after two decades of negotiations, is due to enter into force later this year, but only after EU member states have ratified it. Portugal's minister of foreign affairs, Augusto Santos Silva, stressed on 7 January that it was up to the rotating presidency of the EU Council to ensure that this happens.

However, some member states as well as some members of the European Parliament have reservations about ratifying the deal because of concerns about its compatibility with compliance with the Paris Agreement on climate change, and its impact on global warming.
