London, Jan. 15,2021 (Lusa) - Former Minister Miguel Poiares Maduro anticipates a "strong debate" in the Council on the conditions that will be imposed on national plans for economic recovery from the Covid-19 pandemic, an issue that the Portuguese presidency of the EU Council will want to resolve quickly.
The Portuguese government will "try to get simple and quick approval of national reform plans that will be crucial for the disbursement of funds from the new economic recovery programme", because Portugal has its own interest in this matter, but "how successful it will be is not clear", he said.
The former minister and current professor of law at the European University Institute was speaking at the virtual conference "Migration and Differentiation in EU Legislation and Governance," organised by the Brexit Institute as part of the Jean Monnet Network's BRIDGE project, which concluded two days of debate today with various experts.
"Programmes will need to be approved by qualified majority and I suspect we will have a strong debate in the Council on the kind of conditions that can accompany these programmes. The European Parliament's President of the Council, Poiares Maduro, one of the three social democrats accused last week by Prime Minister António Costa of being responsible for a campaign to damage the country's external image during the Portuguese presidency, said, "Portugal will try to minimise conditions at a macroeconomic level.
In his opinion, the EU should focus on institutional requirements.
"Instead of agreeing on specific policies that the EU has no mechanisms to monitor and enforce, it should focus on imposing conditions that require institutions to monitor at national level the results of projects, evaluate projects and be independent of political bodies", he suggested.
The approval of member states' national recovery plans, essential to release funds from the Recovery Fund, was presented as one of the main priorities of the Portuguese presidency of the EU Council, which began on 1 January.
The Minister for Foreign Affairs, Augusto Santos Silva, said he hoped that the first 'tranche' of the recovery fund would reach countries "in the first half of 2021", assuming that the Portuguese presidency's objective would be "to come to an end" with "all national plans approved.
Santos Silva also claimed that Portugal is "one of the countries that is most advanced" in the process of technical negotiation with the European Commission of the National Plan for Recovery and Resilience, but that it will only be able to "formally present the plan once the other countries have completed ratifications".
With €750 billion, the fund's main instrument is the European Recovery and Resilience Facility, which consists of €672.5 billion in grants and loans (Portugal will receive €15.3 billion in grants) that member states can only access once their national investment plans have been approved.
The Portuguese Presidency will have to reach the qualified majority of the 27 required to approve national plans to release the first 10% tranche of loans and grants.
Prime Minister António Costa said on Tuesday that EU funds were essential, particularly those that will arrive in Portugal under the recovery fund.
"We have been very insistent on the rapid creation of conditions for the European recovery programme to be effectively made available to the different member states to increase their capacity to respond to this situation. In other words, more restraint also means more support," said Costa.
On the other hand, Poiares Maduro showed "some skepticism, if not cynicism" about the potential results of a Social Summit to be organised by the Portuguese presidency in May, "because we have seen multiple declarations on social rights at European level, but we know that the EU has limited powers to enforce, monitor or promote social rights".
The European minimum wage is one of the instruments of the future action plan of the Social Rights Pillar, which Portugal wants to see approved at the Social Summit on 7 and 8 May in Porto.
The aim is to approve a programme of concrete measures to implement the European Social Pillar, a non-binding text of 20 principles to promote social rights in Europe approved in Gothenburg (Sweden) in November 2017.
