Lusa - Business News - EU/Presidency: Portugal presidency aims to make space policy 'citizen-oriented'




Brussels, Jan.12,2021(Lusa) - Portugal's minister of science, technology and higher education, Manuel Heitor, said on Tuesday that "the main objective" of the country's presidency of the Council of the European Union in the field of space policy is the creation of a "citizen-oriented" sector.

"Our main objective is the mobilisation of each actor - both institutional actors and the European business sector - in a European approach to space that is oriented to our citizens - a new space for people," Heitor said in an address to the European Space Conference.

This "people-oriented European approach", he explained, is to bring together "public and private sectors", industries, national space agencies and the European Space Agency, allowing for the creation of "new and better jobs". He stressed that the development of "new space capabilities" will lead to the creation of "business activities" in several EU regions, including the Azores.

"In accessing space, of course, we have to strengthen existing capacities, but also diversify and complement them with small space ports, and flexible launchers, which will create entrepreneurial activities in every area of Europe, whether in the Azores, Kiruna, Andoya, or Scotland," he said.

"Space is for present generations, but also for future generations," he said, stressing that in addition to creating jobs, it ould help create "new markets".

The minister also noted that Portugal's Council presidency has "defined lines of action" - an EU that is "greener, more digital, more resilient in a social context and more open to the world" - and that space offers "unique capabilities" that allow Europe to fulfill its objectives in each of these areas.

"Space systems, combined with Earth observation and advanced Artificial Intelligence, can foster greater awareness, but also ... new actions ranging from land registration to autonomous mobility to biodiversity management that could enable European leadership in green and digital transformation," he said.

He concluded by stating that this approach is "essentially" the way that Portugal's Council presidency will seek to address space, arguing that it would "ensure Europe's leadership in the coming years" in a "Space for people".

We are, he concluded, "living in unprecedented times, and need to make sure that the development of European space capabilities is present in the context of the recovery plan in each of the European regions."

Heitor was speaking as a member of the introductory panel of the European Space Conference, which also featured the European Council President Charles Michel and the EU's Commissioner for the Internal Market, Thierry Breton.
