Praia, Nov.24,2020(Lusa)- The management of the International Private Bank (BPI), one of the four offshore banks operating in Cabo Verde, has put forward a request for liquidation of the company, according to an extract from the Praia Conservatory to which Lusa had access on Tuesday.
According to the document, of 20 November, a register of "dissolution and appointment of liquidators" of the public limited company BPI, based in Praia and operating with restricted authorization, only for non-resident customers and with foreign currency, was presented in that conservatory.
With a share capital of 470 million escudos (4.2 million euros), the request for winding up resulted from a resolution of the bank's management on 30 April this year, and the chairman of the board of directors, António Pimentel Araújo, was appointed as chairman of the winding-up committee.
As well as the four banks with restricted authorisation - the cases of Portugal's Montepio Geral, BIC (owned by Angolan businesswoman Isabel dos Santos) and Banco de Fomento Internacional (BFI) - seven more commercial banks with generic licences operate in Cabo Verde.
Because of the pandemic, the government extended the deadline for closing banks with restricted authorisation, considered 'offshore', by one year, now requiring them to adapt to the new rules until 31 December 2021.
At issue is the bill that revokes the Legal Regime of Restricted Authorization Credit Institutions, approved in December 2019 by the government and on February 21 by parliament.
This law gave until December 30 of this year for the restricted authorization banks in the Cape Verdean financial system "wanting, to make the changes that are necessary to their statutes and internal organizations", becoming generic authorization banks.
"It is reasonable and advisable to extend the time allowed for the limited-authorisation banks established and authorised to operate in the Cape Verdean financial system to decide whether or not to become general authorisation banks", the decree adds.
The central bank (BCV) will be able to compulsorily close banks with restricted authorization that operate in the country, only for non-resident customers, considered 'offshore', that do not fit until the new requirements (now until December 31, 2021).
According to information reiterated by the BCV - though without identifying which - two of the four banks with restricted licences have requested the extension of their licences to generic use.
