Lusa - Business News - Angola: BPC no longer the only Angolan bank to pay pensions - central bank

Luanda, Nov. 20, 2020 (Lusa) - Angola's Banco de Poupança e Crédito (BPC), the largest bank with fully public capital, will no longer be the only bank to pay out pensions, to reduce pressure on this bank under restructuring, as said on Friday.

The announcement was made on Friday by the governor of the National Bank of Angola (BNA), José de Lima Massano, promising that payment of pensions will be spread out via the National Social Security Institute (INSS), which is now part of Angola's Payment System.

"And for that reason it will be possible (the INSS), as soon as it has the operational conditions for that purpose, to make that arrangement and, depending on the requests of the pensioners, they will receive what is due to them at the bank of their choice," he said.

"And we remove that pressure that came from the past and that is worsening with BPC's restructuring programme," he said.

The governor of BNA responded on Friday in parliament to the concerns of Angolan parliamentarians during the discussion and vote on the proposed Law on the Regime of Activities of Financial Institutions.

The banking institution registers are packed almost daily as pensioners run to get their income.

José de Lima Massano said it makes no sense to have pensions paid by a single bank.

"Pensioners must have the right to choose the banks where they want to receive their pensions," he said.

The Banco de Poupança e Crédito, now chaired by André Lopes, is in the process of restructuring. It recently closed several branches, mainly in Luanda, and dismissed several employees.

Concerning the closure of branches and the dismissal of employees, Massano told members of parliament that for the whole restructuring process of BPC there are specific teams created to deal with the issue.

BPC has a huge portfolio of bad loans and has been recapitalised by the Angolan state.

According to the governor of Angola's central bank, irregular credit in the country is a concern, noting that at the moment around 21% of credit granted to the economy is non-performing.

"And it is 21% because a significant part of that credit has been transferred to Recredit (an entity created to recover credits). There is a lot of credit that unfortunately has not been paid back so far, it has not been regularised and of course, this then causes difficulties in granting more credit to the economy," Massano said.

As for the assumptions of the Law on the Activities of Financial Institutions, approved with 153 votes in favour, none against and six abstentions, he said that it does not open space for concentration or collusion between banks.
