Lusa-Business News-Portugal:Boosting economic, political ties with India a priority for Portugal's EU presidency

Lisbon, Nov.20,2020(Lusa)–Strengthening political and economic relations with India is one of the priorities of the Portuguese Presidency of the EU, with a summit scheduled for May, and has gained even more prominence with the departure of the UK.
Economic negotiations between the two parties are at a standstill, and the free trade agreement with India, which is under negotiation, is strategic for the EU, all the more so in a context in which India's main interlocutor in the EU, the UK, is leaving the Union on 31 January.
The EU and India were due to return to the negotiating table on 13 March in Brussels, a meeting postponed because of the pandemic.
This meeting between EU and Indian leaders eventually took place in July, by videoconference, bringing together the presidents of the European Council, Charles Michel, and the European Commission, Ursula von der Leyen, with Indian Prime Minister Narendra Modi.
At the time, a dialogue was initiated on two main fronts: India in the context of the reform of the World Trade Organisation (WTO), as a "major player on the global stage", and India which wants to "attract foreign direct investment to increase production", as Sabine Weyand of the European Commission's Trade Directorate explained a few days ago.
The Commission has already admitted that the prospects for a trade agreement between the EU and India are not promising in the short term but has assured that it will continue the dialogue.
"India is a challenge because it is the world's largest democracy. There are many areas where we could cooperate more easily with India than with a country like China," Sabine Weyand said during an online seminar on 9 September, recognising however that "the possibility of concluding a free trade agreement [...] is not currently guaranteed.
After the high-level meeting in July, Stefania Benaglia, of the CEPS (Centre for European Policy Studies) think tank, wrote that "finally" EU-India relations were "on the right track to realise the full potential of the strategic partnership".
"India now sees the EU as a useful partner, while the EU realises the importance of working with Asia's largest democracy".
In 2017 the EU was India's first trading partner, accounting for a total of EUR 86 billion in trade in goods and EUR 29 billion in trade in services. Nearly 6,000 EU companies were then present in India, directly employing 1.2 million workers and indirectly another 5 million.
"However, the potential of EU-India trade and investment relations is far from being realised," the European Commission noted in 2018.
The next EU-India summit, scheduled to take place in Porto on 8 May, will be "a homecoming" because the first ever summit took place during the Portuguese presidency in 2000.
The "essential objective" of the summit scheduled for 2021 "is to give political impetus to relations between the two entities and, in particular, [to] hold negotiations to increase the economic relationship - both commercial and investment - between India and the EU," Foreign Minister Augusto Santos Silva told Lusa in a recent interview.
