Lusa - Business News - Portugal: Health service to get more than €12 billion - Costa

Lisbon, Oct. 27, 2020 (Lusa) - Portugal's prime minister, António Costa, on Tuesday said that the country's national health service (SNS), with the proposed Budget for 2021, will have a total of €12.1 billion, adding that social support will be reinforced.

Health was the first theme of Costa's speech at the opening of the general debate on the 2021 State Budget - an area which, on a political level, was one of the main focuses of disagreement between the government and the Left Bloc (BE) in negotiations to make the government's budget proposal feasible.

Even though the BE members had said that they would vote against in general, Costa spoke of the progress made in these negotiations with the Portuguese Communist Party (PCP), People-Animals-Nature (PAN), Ecologist Party (Os Verdes) and also with the Left Bloc.

"After a phased increase of €1.4 billion in the SNS budget between 2015 and 2019, after a historic increase of €850 million in the initial allocation for 2020, soon followed by an extraordinary increase of a further €400 million in the Supplementary Budget approved in July, we now propose a further increase of over €805 million in the SNS budget for 2021, which will thus have a total of €12.1 billion," he said.

Costa said that there would be a net increase of over 4,200 professionals for the SNS and the hiring of 260 for INEM, but also the possibility of having the necessary resources to continue to increase testing capacity and acquire the desired doses of vaccine, which are expected to be available next year.

"The government will create an extraordinary subsidy of 20% of salary, up to a limit of €219, for all doctors, nurses, diagnostic technicians, technical and operational assistants and other health professionals who are in direct contact with Covid-19 patients. On the other hand, we must strengthen the social protection of all those who, as a direct effect of the pandemic or the measures to combat its spread, have lost their jobs, suffer abrupt breaks in their activity or are victims of the multiple forms of deregulation of labour relations that undermine our social cohesion, to ensure that we do not leave anyone behind," he said, in an allusion to the new social support - another measure that is at the root of the differences between the government and the Left Bloc.

Costa argued that the draft budget provides a set of social protection measures that the dialogue that the government has maintained with the BE, PCP, PAN and Os Verdes has improved, giving as examples the structural dignity of unemployment protection for those who over the course of their lives have deducted from their salary, with the increase in the minimum limit of unemployment benefit to an amount that will always be above the poverty threshold, i.e. €504.

At this point, Costa pointed out the increase of the unemployment social benefit to the value of the poverty threshold, to mitigate the effects of poverty among the unemployed, as well as the creation of a new extraordinary social benefit that protects from the risk of poverty employees - not covered by unemployment benefit or unemployment social benefit - self-employed workers, domestic service workers, informal workers and managing partners of micro-enterprises.

Already in response to criticisms from the Social Democratic Party (PSD), Costa countered that the government is pursuing the strategy of supporting companies, from the outset, in maintaining jobs, through measures to support employment and recovery, at an estimated cost of over €900 million next year.

"Supporting companies, also, in eliminating the increase in autonomous taxation for small and medium-sized enterprises that make losses in 2020, as well as in extending the investment tax credit, so that companies do not have to postpone their modernization or expansion projects. And also in the extension of the moratorium on bank loans and the promotion of new credit lines with state guarantees of up to €6 billion," he added.
