Lusa - Business News - Portugal: PAN party to abstain in first budget vote, then open to persuasion




Lisbon, Oct. 26, 2020 (Lusa) - Portugal's People-Animals-Nature party (PAN) is to abstain in the vote after the first reading of the Socialist Party (PS) government's budget bill, which is take place on Wednesday in parliament, its parliamentary leader, Inês Sousa Real, has announced.
At a news conference late on Sunday at the party's headquarters, Sousa Real declined to say how the party would vote after the final reading of the bill, which scheduled for 26 November.
"At the moment, everything is open in relation to the final overall vote," she said. "What we expect is compliance by the PS and the government to what is a set of concerns that we hope to see enshrined in the [committee stage]. The door is open to work on the budget in committee."
Sousa Real said that in negotiations with the government over the weekend, the party had made specific demands in relation to what was included in the budget, demanding to be assured that "the budget for 2021 that entered parliament will not be the same as the one that will come out at the end of the discussion in committee.
"Although it is a more difficult path to take, that of dialogue and building bridges, it is a demanding path, which we do not shy away from, as part of the commitments made to the people who trust in PAN," she said.
She said that the party's goal was "to have a better budget for the country, for people, for animals and for nature.
"Therefore, and because at this stage the content of the final budget is open and there is room for progress in terms of expertise, as long as the government and the PS do not go back on commitments already made and cannot vote in favour of this budget, the PAN will abstain in the first reading", she said.
Sousa Real stressed that the bill had been tabled "in a particularly difficult context" due to the Covid-19 pandemic and its economic and social consequences, and claimed that the party had secured several concessions from the government already. She cited measures such as the extension of the 'Housing First' programme and shared-flat projects - inserted in the National Strategy for the Integration of Homeless People - as well as the implementation of a shelter for victims of child, early or forced marriage and the guarantee of 261 new hires at INEM, the public ambulance service, as well as incentives for the purchase of low-emission vehicles and conventional or electric bicycles, the implementation of protocols with university veterinary hospitals and the approval of legal rules for the animal ombudsman.
She stressed that PAN could not "give up the implementation of measures" approved in the previous budget.
"It would not make sense to move forward without ensuring the government's compliance with those measures", she said, citing examples such as the extension of the energy tariff for less well-off households, the creation of special paid leave for families in cases of domestic violence, or the hiring of extra Judiciary Police inspectors to combat human trafficking.
According to Sousa Real, PAN has obtained from the government assurances that the implementation of these measures "will be achieved during the course of the committee stage."
In addition, she said, "we have also achieved the openness of the government to work together with PAN in this parliament to protect children and young people from exposure to unjustified violence from bullfighting."
If the three PAN members of parliament abstain, along with those from the Communist Party - which on Friday announced its decision to do so - the government needs just two more members to abstain to ensure that the budget bill goes through on the first reading and moves to the committee stage.
