Brussels, Oct. 16, 2020 (Lusa) - Portugal's prime minister, António Costa, said on Friday that he believed a warning issued by his British counterpart, Boris Johnson, about the need for the UK to prepare for a no-deal Brexit is "certainly" an attempt to put "pressure" on European Union negotiators.
At the end of a summit of EU leaders in Brussels, at which one of the main items on the agenda was the talks with the UK on the future relationship once the so-called transition period for the UK's withdrawal from the bloc ends at the end of this year, Costa dismissed the alarmist tone of Johnson's comments and stressed that the European Council had made "a further call for an agreement to be reached, fulfilling what has emerged from the Exit Agreement" between the two sides.
Johnson's statements were "certainly a pressure to redouble efforts to reach an agreement", the prime minister said, adding that "there is currently no clarity in the UK government's position" but insisting on the need for everyone to work "to comply with the Exit Agreement and reach an agreement that will allow Brexit to take place in orderly fashion by the end of this year."
The president of the European Council, Charles Michel, said at a separate news conference after the summit that the EU remained "ready to continue negotiations" with the UK, shrugging off the warning from the British government.
In a reference to talks that are to resume next week and for which the timings are already tight for a possible trade deal, Michel also said that the EU is "fully united and determined to work" to reach an agreement, as he had already stressed on Thursday.
He also reiterated the warning made by top EU officials in recent weeks: "I repeat that we want a deal, but not at any cost, and that market equity, fisheries and governance are crucial issues for the EU and the 27 member states."
Meanwhile, on Twitter, the European Commission president, Ursula von der Leyen, said: "As planned, our negotiation team will go to London next week to intensify these negotiations.As planned, the [EU] negotiating team will go to London next week to intensify these negotiations."
Earlier, in a statement broadcast on British television, Johnson had said that his country needed to be prepared for a no-deal Brexit and accused the EU of "refusing to negotiate seriously" in recent months. He said that EU leaders had at the summit ruled out an agreement similar to the one they had already agreed with Canada.
"I have concluded that we must prepare ourselves on 1 January for terms that are more like those in Australia, based on simple principles of global free trade," Johnson said.
Australia has no comprehensive trade agreement with the EU.
In the conclusions on Brexit adopted at the summit, which were published on Thursday, the European Council called on "member states, European institutions and all stakeholders to increase preparation at all levels and for all types of scenarios, including the 'no-deal' scenario." It also said that EU leaders "note with concern that not enough progress has been made on the core issues for the EU to reach agreement."
The main points of contention remain the conditions of competition in business, fisheries, and a mechanism to resolve conflicts on the implementation of an agreement that the EU requires to unblock a deal that would allow UK access to the European single market without imposing quotas or fees.
The UK formally left the EU on 31 January this year. Under the Exit Agreement, it is now officially a third country and no longer participates in the EU's decision-making process. The EU and the UK have agreed a transition period, which ends on 31 December.
