Lisbon, Oct. 16, 2020 (Lusa) – The Environment Fund will finance up to €2 million for the removal of 144 containers containing waste from various countries and which are held in the ports of Leixões and Sines, the Minister for the Environment said.
In an order published in the official gazette Diário da República on Thursday, Minister João Pedro Matos Fernandes said that the fund would allocate the money for the removal of the containers from the ports of Leixões and Sines, "including the necessary analysis, transport and disposal at an appropriate final destination".
The Government has blocked authorisations for waste from other EU member states to enter Portugal for disposal in landfills on national territory. The measure has been in effect since 17 March 2020 but, according to the Order, 144 containers arrived after that date, so that the transport of the waste to its final destination was prohibited "and its detention in port was determined".
The Environmental Fund was set up four years ago and aims "to support environmental policies in pursuit of sustainable development objectives" by financing entities, activities or projects "relating to the prevention and remedying of environmental damage and the achievement of national and community objectives and targets for urban waste management".
Minister Fernandes recognises that shipments of waste from other EU member states for disposal in landfills in Portugal "have experienced very significant growth in recent years, putting pressure on limited landfill capacity and the ability to comply with the principles of proximity and self-sufficiency in waste management.
Matos Fernandes noted, on the other hand, that the pandemic " has forced the adoption of a set of emergency measures for the collection and treatment of waste in order to mitigate the risk of contagion of workers, urban waste management systems and waste management operators".
Among other measures, limits were set on the separation and treatment of undifferentiated waste to reduce the possibility of contact with potentially contaminated materials, including personal protective equipment.
"Consequently, the proportion of this waste to be disposed of by landfill has increased, putting new pressure on capacity to dispose of waste in landfills," the minister said.
