Lusa - Business News - Cabo Verde: Domestic flights still hobbled by border controls

Praia, Sept.25,2020 (Lusa)- The Cape Verdean airline TICV acknowledged on Friday the need for Cabo Verde to quickly reopen international connections, which in turn represent about 40% of domestic flight passengers, which remain well below 2019 traffic.

In a statement, Transportes Interilhas de Cabo Verde (TICV), the only airline operating in the archipelago's domestic market, said it estimates that 7,200 passengers will be flown this month, 72.5% less than in September 2019.

"In 2019, about 40% of the passengers who checked in on the domestic flights we operate used passports as their identification document. It is obvious that not all of them will be passengers from abroad, but it gives an idea of the importance of opening to international flights for everyone, not only for TICV," said Luis Quinta, the company's general manager, quoted in the same communiqué.

Tourism represents about 25% of Cape Verde's Gross Domestic Product, but the activity has stopped since March due to the Covid-19 pandemic. The resumption of regular commercial flights had been scheduled for July and then for August, which did not happen.

"International flights are being conducted, under specific conditions, to and from Portugal. The return of international flights under normal or even limited conditions does not depend on what Cabo Verde wants but on third countries. That's why I can't give you dates," Ulisses Correia e Silva, the prime minister of Cabo Verde said in an interview with Lusa this month.

Cabo Verde's travel and tourism agencies also advocated this month the "immediate reopening" of borders to overcome difficult times for companies due to lack of international commercial flights.

In a statement released on Friday, TICV said that after more than three and a half months of suspended internal connections, by the decision of the Cape Verdean authorities, to contain the spread of the Covid-19 pandemic, resumed domestic flights on 15 July, assuming that there is "a progressive growth in the number of passengers transported".

However, he adds, "it remains well below the levels prior to the pandemic" due to the suspension of regular international air connections, which end up having "significant weight in the operation of the company", which then ensures internal connections.

TICV celebrated precisely one year ago a million passengers carried in Cape Verde, but handled only 6,800 passengers in August, compared to 43,900 in the same month of 2019, and 7,200 passengers this month, compared to 26,200 in September last year. The company realises that "without the resumption of regular international connections", domestic flights can't grow significantly in October.

"If this continues, we have serious doubts that in October the 10,000 passenger barrier will be exceeded. In our view it is of absolute and vital importance the official opening abroad, with the consequent arrival and movement of more passengers", Luis Quinta also assumed.

Since 1 August there has been an air corridor for essential flights between Lisbon (Portugal) and the islands of Santiago and São Vicente, regularly operated by two Portuguese companies (TAP and SATA) and which obliges passengers, in both directions, to submit negative tests for Covid-19 performed within 72 hours of their flight.

According to Luís Quinta, TICV is already providing internal connections to other islands for passengers arriving in São Vicente and Praia via TAP, and those coming from Boston (United States), via Ponta Delgada, with SATA.

"We hope that these companies will increase the number of flights to Cabo Verde and we also hope that other companies will follow them as soon as possible", he underlined.

Before the suspension of flights, passenger air connections to seven islands of the archipelago were guaranteed by TICV with nine different routes operated by three ATR-72 500, with capacity for 72 passengers, an operation that has been progressively recovered since 15 July.

Cape Verde has had 5,479 cases of Covid-19 since 19 March and 55 deaths.

The Covid-19 pandemic has caused at least 978,448 deaths and almost 32 million cases of infection worldwide, according to the French agency AFP.
