Lusa - Business News - CPLP: Extraordinary meeting to take place 7 to 9 December




Lisbon, Sept. 24, 2020 (Lusa) - The extraordinary meeting of the Community of Portuguese Language Countries (CPLP), which is expected to approve a mobility proposal, will take place between 7 and 9 December, the ambassador of Cabo Verde, the country that has the rotating presidency of the organisation said on Thursday.

Eurico Monteiro, who spoke to Lusa after a meeting of the Permanent Consultation Committee (CCP) of the CPLP, a regular meeting of ambassadors from member states, which took place in person at the organisation's headquarters in Lisbon, said that for now, the meeting will be virtual, but it was not ruled out that it could take place in-person if conditions allow this to happen.

The preparation of the extraordinary cabinet meeting, as well as the 10th Summit of Heads of State and Government of the CPLP, which will take place in Luanda in 2021, will be on the agenda of another informal cabinet meeting, which will take place next Monday, 28 September, in a virtual format, and as usual, on the sidelines of the United Nations General Assembly, he said.

"In this informal meeting of foreign ministers of member states should be set the date of the summit," he said.

According to Eurico Monteiro, another of the topics scheduled for next Monday's informal cabinet meeting is the state of cooperation between the various member states of the CPLP, particularly in emergencies such as the pandemic.

On 31 January, the proposal on the mobility of Portuguese-language citizens was concluded.

At the time, the ambassador of Cabo Verde pointed out that it was a project for the development of mobility between CPLP states, establishing a framework convention that allows the countries of the organisation to develop partnerships according to their interests.

"We have a variety of solutions that can be incorporated into the specific partnerships and, of course, also the choice of partner. A state can choose a partner and go on a 100% mobility, and with another partner, mid-term mobility or even simply stay at least. It adapts to different circumstances and, above all, it adapts to the solutions and internal realities of the states," Eurico Monteiro said.

However, this is an agreement that has a minimum of commitment.

According to the document, member states should seek to create the conditions to progressively move towards higher levels of mobility.

The extraordinary meeting of the cabinet meeting in Cabo Verde, at which the mobility proposal should have been discussed and approved last January, was scheduled for 17 and 18 April, although these were not considered definitive dates, the pandemic prevented it from taking place.

After the approval of the proposal at the extraordinary cabinet meeting, it should be considered at the Conference of Heads of State and Government of the CPLP, scheduled for July next year in Luanda.

The CPLP is composed of Angola, Brazil, Cabo Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, Sao Tome and Principe and East Timor.
