Porto, Sept. 23, 2020 (Lusa) - Portugal's president, Marcelo Rebelo de Sousa, on Wednesday described the government's Recovery and Resilience Plan as "one piece" of the strategy for the country over the next 10 years, noting that there are investments that are not included in it because they are funding from other sources.
"There is very often in the discussion on this plan the idea that everything to do with the strategy for the next 10 years is there, but it is not: there is a part, there is a lot that is not there because it is to be financed by other European [Union] funds or because it is foreseen in other national plans," the head of state told reporters during a visit to Porto.
The president said that "so much" has been said about the plan that the public are looking to see in it the answer to "almost everything and great national problems".
Stressing that the plan is just "one piece" of the strategy, de Sousa explained that "there are many fundamental and structural investments" that are not in the document because they are in the multiannual financial framework. "There are many important aspects of land-use planning that are not there because they are in the land-use plan and there are many climate-related aspects that are not there but are in the climate plan."
The public may think that everything has to be "there" in the plan, but it does not, he stressed, recalling that the plan focusses on three key ideas: the energy transition, digitalisation and the situation in the health, housing and social sectors.
"And the rest?", he asked rhetorically, answering that they relate to other EU funding. Altogether, these make up "that strategy", he said.
What everyone wants is for the EU funding to arrive as soon as possible and be used in the best possible way, with controls and supervision. The country cannot, he said, run the risk of losing money because it is not used in time or misused.
"This is a unique opportunity, not just to deal with the critical situations we are facing and will face in the coming months, but to build a different country," he said. "If we don't take advantage of it to build a different country we shall never again have this money coming from Europe."
The president pointed out that the circumstances that have led to the current level of overall funding being approved - a reference to the Covid-19 pandemic and the crisis that the EU funds were earmarked to address - are "unrepeatable".
