Lisbon, Sept. 23,2020 (Lusa) - The Prime Minister considered on Wednesday that the response to the current crisis is requires unity and argued that the execution of European financial resources over the next few years requires minimal bureaucracy and maximum transparency.
"Once again, I invite the political forces represented in this parliament, the social partners, the autonomous regions and the local authorities to make their contribution, because overcoming this crisis is a plan that should unite us," sustained António Costa at the opening of the debate on the Recovery and Resilience Plan.
From the Prime Minister's perspective, Portugal is facing "a triple challenge: to control the pandemic; to recover from the economic and social crisis that Covid-19 generated; and to ensure that, with recovery, a more robust future is built, more prosperous, more cohesive and more sustainable, with fewer inequalities.
"These challenges are not exhausted by the public health emergency, nor by the urgency to protect incomes, jobs and businesses. We must be more demanding looking at the medium and long term," he advocated.
At this point, António Costa warned that the country's economic and social recovery "cannot mean returning to where it was in February this year.
" We must come out of this crisis stronger. With more efficient public services, more capitalized and productive companies, with more qualified employment and better wages. Therefore, it is fundamental to have a strategic vision with a lasting horizon, which is a guide to public policies and an inspiring framework for economic agents, the scientific community, the social sector and citizenship", he declared, before praising the document authored by university professor and manager António Costa Silva.
According to the Prime Minister, it is now important to realize the strategic vision present in that document, "ensuring the stability of structuring options and the coherence between successive policy instruments that we will have to adopt throughout the decade".
"The first of these instruments is the Recovery and Resilience Program, which must strengthen our social, economic and territorial robustness, accelerate the dual digital and climatic transition and respect the specific recommendations for Portugal, formulated in the European semesters of 2019 and 2020. The first priority is necessarily to respond to social vulnerabilities, which the health crisis has highlighted the most", he pointed out.
In other words, according to António Costa, Portugal must "continue to strengthen the National Health Service ( SNS ); improve social responses to older people; respond to the various housing shortages; and integrate the areas of exclusion that fracture the metropolitan areas of Lisbon and Porto".
"The second priority is to increase our productive potential. Investing in qualifications, from modernization of vocational education to lifelong learning and increasing the number and diversification of students in higher education. Strengthening the interface between science and the productive fabric, in industry, services and agriculture. Promoting a set of mobilizing agendas that support reindustrialization and reconversion in strategic sectors for our integration in global value chains," he said.
For António Costa, the third priority "is to ensure a more competitive territory externally and more united internally.
"Here the great investment effort will be structured between forest reform and the modernization of business location areas and their accessibilities. It will also be based on the reinforcement of cross-border connections that are indispensable to establish our interior in the Iberian market as a whole. And it will promote greater water efficiency in critical regions such as the Algarve or the Alto Alentejo", he added.
In this context, António Costa then defended that the three priorities he mentioned "reinforce each other and have important synergies with the acceleration of digital and climate transitions".
"This is a program that counts and has to have the active participation of municipalities, companies, academia, the social sector. Only in this decentralized partnership will we achieve the efficiency that is indispensable to take full advantage of the extraordinary resources that are made available to us. The good use of these resources also requires a great effort to train management entities and, simultaneously, maximum transparency in the application of funds and minimum bureaucracy in their management," he stressed.
Before the deputies, the Prime Minister warned that we are currently living "surely the greatest crisis" that has been faced in recent decades - and all "in a framework full of uncertainty.
"The duration of the pandemic is still uncertain. But the determination of all the Portuguese to persevere in their struggle and on the road to recovery is certain. This is the moment when, with all our energy, we have to focus on facing and overcoming the triple challenge that lies ahead: to control the pandemic, to recover Portugal, to take care of the future," he added.
