Lusa - Business News - Mozambique: Attorney general wants to hear former president

Maputo, Sept. 23, 2020 (Lusa) - The Attorney General's Office of Mozambique (PGR) will hear former Mozambican president, Armando Guebuza, as part of the process of hidden debts, given the emergence of new facts, a source of the institution told Lusa.

The confirmation comes after information from the Mozambican media at the end of last week, citing a meeting of the council of state.

The PGR source told Lusa that Armando Guebuza's hearing will take place on a date yet to be set, following the assent given by the council of state for the former president to be questioned - something with which Guebuza agreed, although claiming to be the target of a campaign of attempted political assassination, with recourse to the judiciary, which generates distrust, STV television said.

The source did not specify the quality in which Armando Guebuza will be heard by the PGR, nor the type of jurisdiction of the case files corresponding to the hearing, given that there are cases in Mozambique, the US, and England regarding the case.

In an analysis note, the Centre for Democracy and Development (CDD), a Mozambican civil society organisation, considered it a curious question that Armando Guebuza criticises at a time when he is vulnerable and politically weakened regarding an agency, the PGR, which he helped to build with total confidence when he was in charge of the presidency.

In the text, the CDD classified Armando Guebuza's alleged position as intimidation and questions whether the PGR will bow to this position of the former head of state.

If heard, it will be the second time Armando Guebuza will be questioned by the PGR, after being questioned after the discovery of the hidden debt scandal, a case that surfaced in 2016.

At the time, the former head of state was also heard by the Parliamentary Commission of Inquiry (CPI) of the parliament created to investigate the case.

Lusa was unable to get a reaction from the former Mozambican president or his family's lawyer, Alexandre Chivale, regarding the information related to the hearing.

The hidden debts are related to loans worth $2.2 billion (€2 billion) taken out between 2013 and 2014 with the British subsidiaries of the investment banks Credit Suisse and VTB by the Mozambican state-owned companies Proindicus, Ematum and MAM.

The loans were secretly endorsed by the government of the Liberation Front of Mozambique (Frelimo, the party in power since independence), led by Guebuza, without the knowledge of parliament or the Administrative Court.

Among the 19 defendants arrested in Mozambique are figures from the circle close to the former President, such as one of his sons, Ndambi Guebuza, and his secretary, Inês Moaine.

The Mozambican Public Prosecutor has charged the defendants of criminal association, blackmail, passive corruption, embezzlement, abuse of position or function, violation of management rules, and falsification of documents, still without a trial scheduled.

Meanwhile, in 2019 the U.S. held a trial of the hidden debt case because the financial scheme had passed through the country and three former bankers of Credit Suisse pleaded guilty to conspiring to money laundering.

The position caused Mozambique to file a lawsuit in London to cancel ProIndicus' $622 million (€552.6 million) debt to Credit Suisse - one of the portions of the hidden debts, contracted through a British subsidiary of the bank - and claiming compensation to cover all the losses of the hidden debts scandal.
