Lusa - Business News - Angola: Economic risks 'dramatically' higher but country on right track - IMF

Washington, Sept. 22, 2020 (Lusa) - The International Monetary Fund has warned that economic risks in Angola "have increased dramatically," while adding that the authorities' commitment to the country's IMF adjustment programme means that it should continue on the right track.
The risks facing the country have risen dramatically, but the authorities' strong political response and "perseverance" in implementing reforms "will help the programme to stay on course", reads the IMF?s third detailed assessment of Angola's financial adjustment programme.
The government's determination to tackle the crisis with the help of significant international financial support, through the increase in the size of the IMF loan to the country, the debt service suspension initiative, and debt restructuring, are "critical" to keeping the programme on track, states the document, which reports on Angola's performance from December 2019 to June this year.
The government has, it states, managed to maintain a prudent fiscal policy and move forward with debt management and reforms, while also achieving a "balance" between exchange rate and monetary policies in the face of the economic impact of the Covid-19 pandemic.
The implementation of structural reforms, among which the IMF stresses the government's privatisation programme, should help to diversify the economy and improve the prospects for potential growth, while the new safety net created will improve difficulties for the most vulnerable, it argues.
In their recommendations to the IMF board, the staff who wrote the report advise the approval of the third evaluation, an increase in the programme amount to about $4.5 billion (€3.8 billion), a reprogramming of payments to the IMF, and modifications to the programme targets, observance of which has been "generally satisfactory".
The IMF's financial assistance programme and country's observance of its terms, the analysts conclude, continues to send "a positive signal to economic actors and helping to secure donor support."
The IMF board on Wednesday approved Angola's request for increased financial assistance, announcing also in a news release that it was immediately disbursing $1 billion and raising the programme's total by around $765 million to almost $4.5 billion.
In the release, the IMF explains that this third positive assessment of financial aid given under the Extended Fund Facility allowed for the additional $1 billion to be disbursed, making for around $2.5 billion already handed over since the signing of the agreement on 7 December 2018.
The agreement's main objectives, it recalls are "to restore external and fiscal sustainability, improve governance and diversify the economy to promote sustainable economic growth, led by the private sector."
