Lusa - Business News - Portugal: Labour cost accelerates, rises 13.5% in Q2 due to layoff - Statistics

Lisbon, Aug. 13, 2020 (Lusa) - The Labour Cost Index (ICT) rose 13.5% year-on-year in the second quarter, accelerating significantly on the previous quarter due to the major reduction in hours worked following the temporary layoff, Portugal Statistics (INE) released on Thursday.

"This evolution resulted from the combination of the 0.7% decrease in the average cost per worker and the 12.2% reduction in the number of hours worked per worker," INE said, according to which the decrease in the latter component was transversal to all economic activities analysed, in line with the results recently released under the scope of Employment Statistics"

In the previous quarter, the year-on-year change in the ICT accelerated to 7.7% (revised from the 6.5% estimated on 21 May).

According to the INE, in the second quarter of 2020 wage costs increased 15.2% and 'other labour costs' increased 5.4%, with these variations being significantly more marked than those observed in the previous quarter (7.7%, 7.6% and 8.1%, respectively), except 'other costs'.

"This acceleration resulted mainly from the strong reduction in hours worked per worker in the second quarter of 2020, accentuating the decrease already observed in the previous quarter," said the institute, stating that the number of hours worked per worker decreased 12.2% (compared to -3.9% in the previous quarter) and the average cost per worker decreased 0.7% (+ 3.4% in the previous quarter).

According to INE, the reduction in hours worked was strongly influenced by the implementation of the simplified layoff scheme, with variations in the total cost and wage costs being higher than those of 'other costs' due to the reduction or exemption from the payment of social contributions by companies that have adhered to this instrument (and which are included in the 'other costs' component).

"The increase in wage costs (average hourly cost) is explained by the combined effect of the increase in average costs per employee and the sharp decrease in hours worked per employee," it said.

Apart from the activities of the sections related to the industrial sector, wage costs (average cost per worker) increased, essentially due to increases in the base wage and vacation pay.

The increase observed in 'other costs' (average hourly cost) resulted from the decrease in average costs per worker (due to the decrease or exemption from payment of employers' contributions) and hours worked per worker.

Comparing the variation of the Portuguese ICT with that of the European Union as a whole, it can be seen that the year-on-year increase of 7.7% recorded in Portugal in the first quarter (the period to which the most recent data available for each member state report) was higher than the average of 3.7% for the countries of the Union.

The ICT is a short-term indicator that aims to measure the quarterly evolution of labour costs per hour worked (average hourly cost) borne by the employer.

The index is calculated by dividing the average cost per worker by the number of hours worked per worker.

For this reason, the evolution of these two variables (labour costs and hours worked) contribute to explain their evolution, INE said.
