Praia, July 31,2020 (Lusa)-Cabo Verde's prime minister, Ulisses Correia e Silva, on Friday said that the archipelago faces difficult times in social and economic terms due to the Covid-19 pandemic, promising transformations to convince creditors to alleviate foreign debt.
Opening this morning the annual debate on the state of the nation in parliament, the last of the legislature begun in 2016, Silva took stock of the last four years and admitted the difficulties created in 2020 by the pandemic, which cut economic growth that, he said, was approaching 7% per year.
"The coming times will be difficult in social and economic terms. We are committed to managing the crisis, to do our utmost to respond to the current situation. We have a strong agenda under construction and being finalised by September, oriented to the acceleration of structural changes and that must adapt to the new context of the post-Covid world," he said.
These transformations include the development of human capital, health and safety, digital transformation, energy transition and water strategy and the blue economy. This to position Cabo Verde as a country with a knowledge economy, a safe country, with an efficient, competitive, resilient, diversified economy in line with the major trends of the green economy, and including safe tourism with a greater multiplying effect in all the islands.
He said, therefore, that the current moment is decisive for the Cape Verdean nation, but that it is not for giving in to easy solutions, populism and blocking conditions in the face of serious problems.
Parliament on Friday receives the last debate on the state of the Nation of the current legislature, taking into account the holding of legislative elections in the first half of 2021, marked by the worst economic crisis in its history due to the pandemic.
Silva said that in difficult moments it is necessary to know how to motivate and lift, stressing that his commitment is to the country and not to the next elections.
The drop in tourism, which represents 25% of Cabo Verde's GDP, is the most visible economic consequence of the pandemic. The country has been closed to international flights since 19 March and estimates to lose more than half a million tourists by the end of the year, compared to a record 819,000 visitors in 2019.
This debate on the state of the nation, which is opened by the prime minister, takes place the day after parliament approved the proposed amending state budget for 2020, which amounts to 75,084,978,510 escudos (€679.1 million), between expenditure and revenue, including debt, which represents an increase of 2.6% in the budget still in force.
The State Budget in force forecast economic growth of 4.8 to 5.8% of GDP in 2020, in line with previous years, inflation of 1.3%, a budget deficit of 1.7% and an unemployment rate of 11.4%, in addition to a level of indebtedness equivalent to 118.5% of GDP.
These forecasts are drastically affected by the economic and health crisis, reflected in this new budget proposal for 2020: an economic recession that could range from 6.8% to 8.5%, an unemployment rate of almost 20% by the end of the year and a budget deficit that will soar to 11.4% of GDP.
Cabo Verde registered at the end of 30 July 2,418 cases of Covid-19, diagnosed since 19 March, with 23 deaths.
