Lusa - Business News - Portugal: Country should boost its role as EU engineering centre - 2020/2030

Lisbon, July 10, 2020 (Lusa) – Portugal should strengthen its role as a European engineering centre and focus on extending fibre optics to the whole country, according to a preliminary version of the Strategic Vision for the Economic and Social Recovery Plan.
According to the document, prepared by the government consultant António Costa Silva and to which Lusa had access today, "it is vital for Portugal to strengthen its role as a European Engineering Centre, taking into account that the ongoing technological revolution and the country's reindustrialisation require skilled labour and in particular engineers, not only 'software' or electrotechnics, but mechanical, civil, chemical, mining, technological physicists, aerospace and others".
This component, he says, "is vital for the transformation of the economy and the creation of pedagogical 'kits' illustrating the professions most needed to attract secondary school students is strongly recommended.
The consultant states that the digital transition "is one of the essential tools of the country's development strategy" and that the "delay in the digital transition process in many companies and public administration bodies has become evident with the crisis of Covid-19 in areas such as digital dematerialisation of processes, organisation of telework or skills in the use of digital technologies, especially in new contexts and outside routine activities".
"The digital transition must be assumed as a catalyst for the ongoing industrial transformation" and one element "driving this transformation is the expansion of fiber optics to cover the entire country, which is very important if we are not to have a country at several speeds, while strengthening territorial cohesion and the integration of the interior into the national and global economy," argues Costa Silva.
The other driving and strategic element for the future, he adds, is the use of the new generation of mobile technologies, the 5G network (fifth mobile generation), to leverage the country's connectivity.
"The expansion of fiber optics to cover the entire country is a crucial factor for the digital and ecological transition, for increasing the competitiveness of the business fabric, for territorial cohesion and for the innovation and research ecosystem. This is a structuring project for the future of Portugal", reads the document.
António Costa Silva also suggests an investment plan in Public Administration, "with the aim of accelerating the digital transition process, allowing all public bodies to strengthen their skills in the use of digital technologies and in making work processes more flexible and simplified".
An investment plan is also proposed in the business fabric, "aimed at companies with the objective of catching up in some sectors with the digital transition process", as well as "an investment plan to accelerate the digital transition of companies, supporting the achievement of Industry 4.0 and facilitating access to digital media and the acquisition of equipment and skills for the digitalization of work processes and products, allowing small and medium enterprises to overcome competence deficits in the use of digital technologies".
In early June, the Government confirmed that António Costa Silva had been invited to coordinate the preparation of the economic recovery programme and that he had accepted this invitation "as a civic and 'pro bono' contribution".
