Lisbon,July 10,2020(Lusa)-Portugal "was not chosen by chance" to host the final of the football Champions League, but because "it was one of the countries that best dealt" with Covid-19, a World Health Organization (WHO) adviser said on Friday.

Speaking to Lusa, days away from participating in an Iberian initiative on the impact of the pandemic on the tourism sector, Maurizio Barbeschi, advisor to the WHO Executive Director for Health Emergencies, says he is unaware of the dossier that led to Portugal's choice to host the football Champions League final, scheduled for August. However, he emphasised that he is certain that Portugal "was not chosen by chance," but because it "has a strong health system" and "was one of the countries that best dealt" with the pandemic, which has caused more than 500,000 deaths and infected more than 12 million people in 196 countries and territories.

"[Portugal] has not been chosen for the quality of its infrastructures or its footballing tradition, but for everything that surrounds the football field", which enjoys "high international regard", he highlights. "If we add the public system, the protocol awareness, the verification and mitigation measures - all of this justified the decision to consider that Portugal's choice was the one that most minimised the risks", he said.

Maurizio Barbeschi, originally from Italy, one of the countries most affected by the Covid-19 pandemic, said that "the action, as if it were a harmonica, made Portugal a success story in controlling the epidemic, because it put collective thinking to combat the disease".

On the health risk associated with holding the football final, the advisor replied: "I don't know what the situation will be at the end of August for all the teams that will be participating".

While it's true that "the pandemic will still be present" in Europe and Portugal, it's also true that the finalist teams "will travel with special attention" and "are already taking measures to minimise their own risks", he pointed out. "The teams will be in a kind of bubble, moving simultaneously, towards Portugal, and that's very good" because Portugal has guarantees, he added.

On the other hand, "the fans are not bubbles", he acknowledged. "But I don't know what kind of spectators will be allowed if any," he adds.

But he believed if all measures were taken at the same time - the process of placing the public in the country, the transportation of the public, the hygienisation of the facilities, the distance between people, the screening and identification, the washing of hands and surfaces, the use of masks - "it will be a success story.

"It's the same thing for the subway. It's not the football game that's the problem, it's the amount of time and proximity between people.", he said

A football game "lasts only a few minutes, but in reality, there's a five-day party for the cities that host it," he told Lusa. "A football game is also a joy, an industry, many jobs are at risk", he stressed.

News agencies from Portugal and Spain, Lusa and Efe, will debate the impact of the Covid-19 pandemic on tourism in a joint virtual forum, EURAGORA, funded by the European Stars4Media pilot project, which aims to support innovation in the media sector through training and cross-border cooperation within the European Union.

The debates - which will be broadcast on 15 and 16 July via a joint online platform and the social networks of both agencies - are the result of an unprecedented partnership between Lusa and Efe and will bring together international organisations, European commissioners, ministers and regional and local officials from the two countries, and associations from the tourism and consumer sectors.
