Lusa - Business News - Portugal: Opposition PSD unveils alternative plan for recovery, development

Lisbon, June 3, 2020 (Lusa) - Portugal's main opposition Social Democratic Party (PSD) has unveiled proposals to attract foreign investment over the next three years to create "four to five major industrial projects of the Autoeuropa type" - a reference to the Volkswagen unit south of Lisbon - and set up an effective development bank with €1 billion in capital.
The measures are part of the PSD's "economic recovery programme", a document presented on Wednesay by the party leader, Rui Rio, and the chair of the party's National Strategic Council (CEN), Joaquim Miranda Sarmento, who is also the party's spokesman for public finance.
The move comes as the Socialist government continues to prepare its own economic recovery programme, which is expected to be submitted to parliament next week.
On attracting large foreign investments, the PSD specifies a number of areas in which the country should prioritise the attraction of investment: pharmaceuticals, robotics, software, forestry and renewable energy.
In addition to attracting foreign investment, boosting the capital base of Portuguese companies is another of the programme's central planks, with the PSD advocating strengthening the capacity of the Instituição Financeira de Desenvolvimento, a state finance institution, arguing that it is essential "to relaunch and make definitive the critical role of the Banco de Fomento" - an institution already planned by the Socialist government to be formed from the merger of the IFD and another state institution focussing on small and medium-sized enterprises - with capital of €1 billion.
The PSD also proposes the creation of a specific fund to support trade and small businesses, with up to €200,000 in support for job creation, tax incentives for company mergers and the obligation on the public administration to pay suppliers within 30 days in the second half of the year.
The party also advocates extending to 2023 a measure to reduce to 17% the corporate income tax rate, for profits up to €100,000 instead of the current €25,000, and a reduction in rents for commercial spaces until economic activity is resumed, with landlords being compensated via the tax system.
The PSD programme also proposes that residential and non-residential rental agreements that end this year be extended for a further year at the tenant's request.
Incentives for investment in the country's interior, changes to the 'golden visa' system to favour the interior, and the extension to 2023 of the non-habitual resident programme offering tax breaks for European Union citizens, as well as exemption from personal income tax for non-residents' pensions are other measures included in the 48-page document.
It also includes a chapter dedicated to the National Health Service (SNS), advocating its strengthening to "mitigate the potential effects of a 2nd wave" of coronoavirus infections, measures to foster the production of ventilators and other medical equipment, and efforts to promote tourism, such as tax breaks for hotels and related businesses.
"This programme has a single strategic objective: to relaunch the economy and make Portugal a much more competitive country and in the medium/long term one of the most competitive countries in the euro zone," the document declares.
To achieve this, the PSD aims to boost exports to 50% of gross domestic product by 2023 and 60% by 2030, to balance the country's trade account by 2022, to reduce public debt to between 70% and 80% of GDP by the end of the decade, and to boost private and public investment to a total of 20% of GDP by 2023 and 25% of GDP by 2030.
According to the PSD, all the proposed measures together would have an impact on the budget deficit of around 0.5% of GDP and on public debt of around 1.0% of GDP for the years 2020 and 2021.
"The initiatives presented in this document may have European [Union] funding mainly from Regional Funds (ERDF, ESF) and other European funds for competitiveness", it states.
However, "additionally, to finance this effort, the PSD does not exclude some fiscal measures that may correct some asymmetries and injustices or tax excessive gains in some sectors caused by this crisis."
