Luanda, June 2,2020(Lusa)-Angola is to join the G20 Debt Service Suspension Initiative (DSSI), the Angolan Finance Ministry announced on Tuesday, saying that this will allow it to direct funds to combat the impact of Covid-19.

"In consultation with the IMF, the finance ministry has decided to use the G20's DSSI to negotiate he suspension of debt servicing in bilateral loans with its sovereign peers," a statement sent to Lusa said, in which it stated that "the DSSI will be able to alleviate financial pressure and allow the liberalisation of funds to combat the effect of Covid-19 in Angola in the coming months.

In the communiqué, the finance ministry does not say what the figures are, stressing that the renegotiation of the debt focuses on the amounts owed to bilateral creditors included in the agreement proposed by the G20, which excludes private creditors.

"Following the already announced public administration reforms and budgetary adjustments, the finance ministry is currently at an advanced stage of negotiations with some of its oil-importing partners to reprogramme the financing facilities to better reflect the current market environment and the Organization of Petroleum Exporting Countries (OPEC), production quotas," it said in the note.

The text released today also stated that "the finance ministry believes that, thanks to the above measures and in cooperation with the IMF [International Monetary Fund] and its multilateral partners, it is on the right track to guarantee the emergency aid needed by the country for 2020 and long-term macro-financial stability for the years ahead.

On the other hand, it concluded that it does not foresee "the need to continue with the renegotiation of debt with creditors beyond those already underway", which suggests that the government plans to honour debt payments to private creditors and bear the coupon payments of public debt issues in foreign currency (Eurobonds).

The assumption of the debt problem as a central issue for African governments was well reflected in the concern that the International Monetary Fund and the World Bank dedicated to this issue during the Annual Meetings held in April in Washington, where they made funds available and agreed on a moratorium on the payment of the debts of the most vulnerable countries to these institutions.

On 15 April, the G20, the group of the 20 most industrialized nations, also agreed to a suspension of $20 billion, about €18.2 billion, in bilateral debt for the poorest countries, many of which are African, by the end of the year, challenging private creditors to join the initiative.

In Africa, there have been 4,344 confirmed deaths in more than 152,000 infections in 54 countries, according to the most recent statistics on the pandemic there.

Among the African countries that have Portuguese as their official language, Guinea-Bissau leads in the number of infections (1,339 cases and eight deaths), followed by Equatorial Guinea (1,306 cases and 12 deaths), São Tomé and Príncipe (484 cases and 12 deaths), Cape Verde (458 cases and four deaths), Mozambique (254 cases and two deaths) and Angola (86 infected and four deaths).

Worldwide, according to an AFP news agency report, the Covid-19 pandemic has claimed more than 373,000 lives and infected more than 6.2 million people in 196 countries and territories.
