Lusa - Business News - Cabo Verde: Distrubution underway of 64,000 non-surgical masks made in country

Praia, May 22, 2020 (Lusa) - About 64,000 non-surgical masks produced in Cabo Verde to help prevent the transmission of the new coronavirus that causes Covid-19 are already on the market in the country, according to the head of the public company that is distributing them.
Fernando Gil Évora, chairman of the board of Emprofac, which the government has appointed to exclusively receive all non-surgical masks produced in Cabo Verde and then place them on the market, told Lusa that around a dozen factories and artisans on the islands of Santiago, São Vicente and Santo Antão have already been certified to produce such masks.
"At this moment, those we have received, 64,000 community masks, have all been delivered, [to everything] from pharmacies to public services," said Évora.
The price of the masks, which are reusable in accordance with manufacturers' indstructions, may not exceed 235 escudos (€2.10), as stipulated by Emprofac, and production must be certified by the country's Institute for Quality and Intellectual Property Management (IGQPI) before going onto the market.
Emprofac is to buy the masks from producers on a weekly basis and then resell them to local retailers.
"As more production units are certified, we buy more masks and put on the market", he said.
This process of distributing community masks started on 11 May, when Emprofac delivered one of the first shipments to CV Interilhas, which that same day resumed passengers services by sea between islands without cases of Covid-19, almost a month and a half after their total suspension due to the state of emergency. Now, the wearing of masks by crew and passengers is mandatory.
"To open the sea routes it was necessary to have masks," explained Évora. "Any passenger who did not have a mask had to buy one."
On 13 May masks were also put on sale in pharmacies in Praia, on Santiago island, and also sold to public services.
Also this week, Évora said, masks are to start being distributed to other easily accessible points of sale, such as filling stations and post offices, initially on the islands of Santiago and São Vicente.
Besides the local production, Emprofac has already imported from a number of Portuguese suppliers a further 100,000 masks with a maximum sale price of 400 escudos, Évora stressed.
"As we know that national production does not yet cover all needs, we import," he said. "We have community masks imported from Portugal to meet this difference between needs and national production."
From 25 May, anyone serving the public, whether in government offices or private companies, must wear a mask and, by law, customers who do not wear them will not be served.
Évora said that there will be no problem of a lack of masks for sale, with plenty of choice. Nevertheless, he admitted that there is no "exact notion of real needs" in terms of masks in the country, with these being assessed on a weekly basis.
"Things are happening a little bit in a hurry, we are entering an area that we didn't know about ... but I think the government wants to take advantage of our logistical capacity in the islands to do the distribution and so far we haven't had any problems," he said.
According to Évora, since the beginning of the pandemic, Emprofac has imported around 2 million surgical masks, intended for professional use, costing more than €1.6 million euros, with enough for two months currently in stock.
Cabo Verde has recorded a cumulative total of 356 infections since March 19, three deaths and 95 recovered patients.
The 256 cases that are still active are limited to the island of Santiago - essentially in the city of Praia - which is the only island that remains under a state of emergency, at least until midnight on 29 May.
Worldwide the pandemic has so far claimed almost 330,000 lives and infected more than five million people in 196 countries and territories. More than 1.8 million patients have been considered cured.
The disease is transmitted by a new coronavirus detected at the end of December in Wuhan, a city in central China.
