Praia, Apr. 1, 2020 (Lusa) - Cabo Verde's deputy prime minister has played down the International Monetary Fund's positive assessment of the country's implementation of its Policy Coordination Instrument (PCI) and macroeconomic performance, warning of a new reality caused by the Covid-19 pandemic and that the state budget "has crashed" as a result.
"It was all good indicators and now they are all in question, so the picture has changed radically," said Olavo Correia, who is also the country's finance minister. " Now, practically, the PCI no longer exists, because the budget has gone bust. We, even with what is at stake, cannot even talk today about an amending budget in terms of substance."
Speaking at a news conference in the city of Praia held to explain some government measures aimed at mitigating the impacts of the economic crisis that are already being felt in the archipelago, which is highly reliant on tourism but closed to the outside world due to the pandemic, Correia acknowledged that he was drafting a new state budget for 2020.
The idea, he explained, is to let the deficit balloon from the currently foreseen 2% of gross domestic product to to 10%, with the corresponding "explosion" of public debt even as the economy shrinks by 4% to 5%, rather than expanding by more than 5% as previously projected.
That, he explained, is "in the best case scenario" of a doubling of unemployment to around 20%, and public revenue shrinking by 18 billion escudos (€163 million).
"Of course in legal terms [an amending budget] may be the concept, but in terms of substance we have to talk about a new budget," he said, in a reference to the recent positive assessment by the IMF.
That institution on Monday announced that it had approved the first review of Cabo Verde's PCI, stressing that all targets had been met and that the country had performed strongly.
It acknowledged, however, that the review does not take account of changes arising from the Covid-19 pandemic, and that a coordinated policy response and support from development partners will be needed.
"The assessment is very good, but today we can't be satisfied with the assessment," said Correia on Tuesday, recalling that Cabo Verde had been "on an economic growth path" with a "stable macroeconomic framework" that meant "we met practically all the criteria that were predefined.
"A level of [currency] reserves never seen in Cabo Verde - more than seven months of imports in terms of coverage - growth above 5%, budget deficit below 2%, unemployment reaching the single-digit threshold," he went on, but added that "today the priority is not the assessment of the PCI, today the priority is people, people's health and people's income."
Correia highlighted the measures that are being approved by the government, with the agreement of employer organisations and trade unions, to protect jobs and businesses, and so try to minimise the consequences of the economic crisis that is also taking shape in the archipelago.
"After this health crisis, there will surely come an economic crisis," he said. "The priority is the people and only then the economy."
Correia acknowledged, though, that they would be "painful economic consequences" in future.
Cabo Verde has so far had six cases of infection by the new coronavirus, all on the islands of Boa Vista and Santiago, with one person dying from Covid-19, a 62-year-old British tourist.
The new coronavirus that causes Covid-19 has so far infected more than 791,000 people worldwide, of whom more than 38,000 have died. Of those infected, at least 163,000 have been deemed to be cured.
Since the outbreak began in China in December, it has spread around the world, prompting the World Health Organization (WHO) to declare a pandemic situation.
The number of deaths in Africa has risen to 173, with confirmed cases exceeding 5,000 in 47 countries, according to the latest statistics on the disease on the continent.
