Praia, Feb.27,2020 (Lusa) - The rate of underemployed Cape Verdeans grew 0.4 percentage points in the first half of 2019 compared to the same period of the previous year, affecting 15.1% of the employed population, especially in rural areas, according to the National Statistics Institute (INE).
In the Labour Market Statistics report for the first half of 2019, released on Thursday, INE said that the country registered an unemployment rate of 10.7% in that period, decreasing 1.5 percentage points compared to 2018 (12.2%).
It added that until June 2019, Cabo Verde had 17,440 unemployed in urban areas (-14.4% compared to 2018) and 7,403 unemployed in rural areas (+11.1%). In the last four weeks before the INE's interview, 24,843 Cape Verdeans were available to work if they found a job, a reduction of 2,185 people (-8.1%) compared to 2018.
In the underemployment category, which refers to workers in active employment with less than 35 hours a week and who declared themselves available to work more hours if they found another job, the INE indicator pointed out that 15.1% of the employed/occupied population was in this situation. Underemployment affected those working in rural areas (22.1%), according to the Cape Verdean INE.
This level of underemployment compares with the 14.7% registered, also at a national level, in the first six months of 2018.
It was among women that the underemployment rate increased the most in this period (1.2 percentage points), to 17.2%, against a decrease (of 0.2 percentage points) among men, standing at 13.4%.
The inactive rate, referring to the population without employment, that did not look for work or that was not available for the labour market, decreased in the first half of 2019 by 3,726 people, going from 44.4% to 42.9% of the total. Even so, there were 173,834 people in this situation, mostly young people aged between 15 and 24 years (36.5%), INE said.
Overall, for an estimated population of 549,699 people in the first half of 2019, of which 404,977 were over 15 years old, the INE concluded that 231,142 were in an active situation, 206,300 employed, 31,120 underemployed and 24,843 unemployed, in addition to 173,740 inactive.
