Lisbon, Feb. 27, 2020 (Lusa) – The Government on Thursday approved a scheme of incentives for civil servants who decide to go to work in the Interior of the country, with daily allowances or financial compensation and more days of vacation.
In statements to the Lusa agency, regarding the meeting of the decentralized executive that is being held today in Bragança, the first of the current legislature, Alexandra Leitão, the Minister of Public Administration explained that this is one of the measures within the framework of upgrading of the interior of the country.
Daily allowances will be granted when such mobility "is determined by the state", and a "compensation payment" will be given when the movement takes place "at the worker's will". Provision is also made for "support for families with young children who have family allowance".
Non-financial support includes "two days' extra leave for the employee, five days' leave" when the employee changes jobs, as well as a "guarantee of enrolment of the children" in a state school in the destination area.
The minister stresses that the most innovative aspect of the diploma provides for the "creation of teleworking centres", through "agreements with local councils to create the 'coworking' centres, where several people are working together for various services".
The aim is "to create teleworking measures with a strong dimension of reconciling work, family and personal life, and enabling these people to continue working in their places of origin through teleworking", but in a different city.
"The person can express interest in going to work in the Interior, although they are working in in Lisbon or Porto, but it can happen now with teleworking", she assured.
Asked about the fact that mobility is possible for all civil servants, Alexandra Leitão explained that the diploma applies to general careers, where operational assistants, technical assistants and senior technicians are included.
"For operational assistants it is more difficult, but there are functional contents that adapt better than others", she acknowledged, recalling that nowadays "almost all work is done digitally, dispatching processes, through document handling systems".
"With senior technicians, it is perfectly possible to work from a distance," she stressed, pointing out that the objective is "to try to encourage cases of voluntary mobility.
Alexandra Leitão also recalled that teleworking "opens up a great possibility of mobility to the Interior, guaranteeing another dimension of reconciliation of personal life and work".
The decree law will have a three-year regime, and will then be evaluated.
