Lisbon, Feb.21,2020 (Lusa)–The Lisbon Metro is to contest the lawsuit filed by one of the consortiums competing for the contract for the acquisition of new carriages and signalling system, and the process is thus suspended, the company's source said on Friday.
On 8 February, the Lisbon Metro signed the contract to install a new railway signalling system and acquire 14 new triple units (42 carriages) from the Stadler Rail Valencia/Siemens Grouping, for €114.5 million.
The supply of the new carriages will be delivered in phases, and the work plan of the proposal foresees that the first triple unit (three carriages) will be delivered in the second half of 2022 and the last one will be available by the end of 2023.
The signing of the contract for the purchase of rolling stock and the automatic train control system resulting from the international public tender launched in September 2018 was completed on 24 January.
However, on 12 February the Metro was notified of the interposition, by competitor Thales/CRRC Tangshan, of a lawsuit challenging the award to the Siemens/Stadler consortium.
Lisbon Metro decided that it will challenge the action because it considers that it has no basis and that there is no illegality in the tender in question.
Thus, the contract is currently suspended and will remain so until the court's decision. It is not possible to predict how long the court will take to decide the dispute.
In addition to the 14 new triple units being equipped with a telecommunications system connecting the train to the rails for traffic management, the signalling modernisation contract includes the installation of the system on 70 existing trains.
It includes the implementation of protection and supervision functionalities along the entire length of the Blue, Yellow and Green lines, as well as preventive and corrective maintenance of all equipment for a period of three years after provisional reception, including all labour, spare parts and consumables.
The contract also provides for the supply of the necessary spare parts and consumables for maintenance for a period of two years and technical training for operation and maintenance, parameterisation, configuration or regulation of systems and equipment, by Lisbon Metro, in addition to the supply of routable parts, tools and test equipment.
