Lusa - Business News - Portugal: Government maintains 0.2% deficit in 2019, expects surplus in 2020




Lisbon, Apr. 15, 2019 (Lusa) – The Portuguese government maintains the target deficit of 0.2% of GDP for 2019 and expects a surplus for 2020, according to the 2019-2023 Stability Programme, submitted on Monday to the Portuguese parliament.
“The forecast for the 2019 budget balance is –0.2% of GDP, in line with what was established in the 2019 State Budget. For 2019-2023, an improving trajectory of the budget balance of Public Administrations is expected, reaching a budget surplus in 2020 (0.3% of GDP), and reaching a surplus of 0.7% of GDP in 2023,” according to the document published on the parliament’s website.
The minister of finance, Mário Centeno, had already ensured in the Stability Programme that the deficit outlook for 2019 would be 0.2%.
According to the document, the government plans to inject €2.15 billion up to 2021 into Novo Banco, confirming €1.149 billion in 2019 requested by the bank to the Resolution Fund and adding the outlook of €600 million in 2020 and €400 million in 2021.
In 2018, to respond to the losses in 2017, Novo Banco received a capital injection of €792 million from the Resolution Fund.
Banco Espírito Santo [BES], as it was known, ended in August 2014, and Novo Banco was created as the ‘good bank’.
It is currently 75% owned by Lone Star and 25% by the Resolution Fund.
The Resolution Fund is an entity financed by the contributions of the banks of the Portuguese system, but it is in the sphere of the state (it counts for the budget deficit) and it is managed by the Bank of Portugal.
