Luanda, Feb. 18 (Lusa) - The governments of Angola and Uruguay on Monday signed agreements to facilitate the issuing of visas for entrepreneurs, cooperation and administrative and customs assistance, higher education, science, technology and innovation, and a memorandum on political and diplomatic cooperation.
The agreements were signed in in Luanda at the Ministry of Foreign Affairs, during a three-day visit by Uruguay’s foreign minister, Rodolfo Nin Nóvoa, to the city, at the invitation of his Angolan counterpart, Manuel Augusto.
On the first day of the visit, officials from the two countries reviewed 31 years of minimum bilateral cooperation, in a meeting that culminated in the signing of the agreements by the two countries’ foreign ministers and also by Angola’s finance minister, Archer Mangueira.
At a joint news conference, Augusto highlighted the "very good" state of bilateral relations and welcomed the agreements as part of the government’s strategy to diversify the economy.
"We signed agreements in the area of customs, which is very important, and also of migration, to facilitate the mobility of businesspeople from both countries,” he said. “The question of technical training is another of our government’s ongoing concerns.”
Angola, he said, wants to draw on Uruguay’s experience and we signed documents in the field of education and higher education, as well as in the political and diplomatic field." Augusto highlighted the memorandum of understanding signed on cooperation between Angola’s Venâncio de Moura Higher Institute of International Relations and Uruguay’s Diplomatic Academy.
According to Augusto, the memorandum reflects a "commitment to the continuous training of Angolan staff".
Angola and Uruguay established diplomatic relations on 26 March 1988, and already cooperate in the fields of tourism, food processing, and training and education. But according to Augusto there is still "very large potential to exploit" by the economic agents of both countries, so the visit of his Uruguayan counterpart would help reinforce bilateral cooperation.
"We hope that at the end of the visit we can also announce concrete results of the negotiations that are starting today and that will continue for the next 48 hours," he said.
Talks continues on Tuesday with a meeting of the bilateral commission that is also to feature interventions by Angola’s minister of commerce, Jofre Van-Dúnem Júnior, and the chairmen of the boards of Angola’s Private Investment and Export Promotion Agency (AIPEX), Licinius Conterias, and of Angola Cables, António Nunes.
