Lusa - Business News - Moçambique: Extraordinary support for flooded towns

Maputo, April 23, 2024 (Lusa) - Mozambique' government will transfer extraordinary funds to local authorities affected by the floods caused by heavy rains in various parts of the country since March, according to a decree the cabinet approved on Tuesday.
The decree delegates "the power to define, by order, the amount to be transferred, on an extraordinary basis, to the local authorities affected by the floods in the current financial year" to the minister of economy and finance, Max Tonela.
The delegation of powers "aims to make extraordinary transfers to local authorities that have had their infrastructure destroyed as a result of the bad weather" this year, in order to "avoid worsening the conditions for providing services to citizens", says the final communiqué of the 12th ordinary meeting of the Council of Ministers, held today in Maputo.
"It will be up to the Minister of Finance, within his competences and attributions in the sector, to check how his 'purse' is doing, of course, and, as a result, to define what is reasonable according to the type of destruction that has occurred at each point," detailed the spokesman for the Council of Ministers meeting, Inocêncio Impissa, at the end of the meeting.
And that, in order to define the amounts to be transferred to each affected municipality, "not only will the survey" of the damage have to be carried out, "which has been underway", but also "to understand what this means and according to the existing budget availability".
"The most important thing is that (...) it has been realised that the municipalities are unable, on their own, to carry out or cope with the difficulties encountered as a result of the bad weather, and on that basis, then, the government can give its support within the framework of the principle of subsidiarity that the Constitution of the Republic established," Impissa also pointed out.
The spokesman for the Council of Ministers meeting did not say which municipalities would be supported, only pointing out that in the south of the country the consequences of the rains, strong winds and flooding in the cities of Maputo and Matola are well known.
"We all know the reality, they are the closest. But it's not just these cities. Here in the south they had the most difficulty, but we also know that Vilanculos also had extreme situations, and others in the north had a lot of rain. There are several districts and municipalities that have had problems," he said.
"What we're going to do now is catalogue them, see which ones are included in the package, which really need extraordinary support, if their budget doesn't match their capacity to deal with these situations," concluded Inocêncio Impissa.
