Lusa - Business News - Portugal: Government approves 2024-28 strategic cinema, audiovisual plan

Lisbon, March 26,2024 (Lusa) - The next strategic plan for the cinema and audiovisual sector in Portugal (2024-2028) includes a review of financial support programmes and a focus on viewer access to Portuguese productions, the Cinema and Audiovisual Institute (ICA) has revealed.
The document, approved by the minister for culture and released on Monday by the ICA, stipulates various objectives for the sector until 2028, bearing in mind that the previous strategic plan covered the years 2014-2018 and that, in the meantime, there was a review of the cinema law and the Tourism and Cinema Support Fund was created, with a tax incentive system that will run until 2026.
Among the concrete measures of this new strategic plan is the creation of a working group that should, by the end of this year, carry out studies and proposals to review the financial support programmes and draw up plans to broaden audiences and train professionals in the sector.
The institute is also proposing the creation of thematic groups involving the specialised cinema and audiovisual section (SECA) of the National Culture Council to draw up studies and proposals.
"By 2028, the plan should have contributed to greater proximity between Portuguese cinema and audiovisuals and citizens, correcting regional asymmetries in access to works," said the ICA.
For the ICA, "broadening and developing audiences is a complex and long-term challenge", which is why it wants to have the "Better Access, More Audiences" Plan (MAMP) ready by the end of this year, taking into account, for example, territorial asymmetries and a new exhibition reality beyond cinemas and "traditional television services".
The institute says it is available to present a proposal that takes advantage of the cultural patronage scheme or other tax benefits to stimulate the opening or conversion of cinemas, "especially in the areas of the country most in need of a regular and diversified cinema offer, with a strong presence of national works".
With regard to the financial support competitions, which substantially occupy the ICA's activity, it is advocated that a proposal for revision be presented by the end of this year.
The ICA also warns of its "limited human resources", which "are under heavy pressure", and the existence of little or no data on various areas, such as employment, turnover in production sub-sectors or the fiscal impact of cinema and audiovisual activity.
That's why, in the coming months, the ICA intends to develop a statistics, studies and analysis department to fill information gaps and, in the future, involve researchers and universities.
The 2024-2028 strategic plan was approved on the 19th by the outgoing minister of culture, Pedro Adão e Silva, after being presented to the sector's representatives in the specialised cinema and audiovisual section.
In preparing this plan, the government commissioned two studies: one was commissioned in 2020 from British consultancy Olsberg SPI, to identify future areas of intervention; the other was commissioned in 2021 from ISCTE's Dinamia'Cet Study Centre, to assess compliance with the 2014-2018 strategic plan.
The conclusions of both were only made public in June 2023, through the ICA.
The Dinamia'Cet study indicates that the ICA fulfilled the general objectives of the 2014-2018 plan, but pointed out imbalances, asymmetries and disparities in the sector. The most problematic issues raised relate to the areas of distribution and exhibition of Portuguese cinema.
"Even though we receive support from the ICA, there is great difficulty in distributing non-commercial Portuguese films. Most of the time there are only a few screenings in Lisbon or Porto," says the study.
The other study, produced by Olsberg SPI, proposed a "holistic national strategy" for the next strategic plan, to address "structural deficiencies" in the Portuguese panorama, namely a "remarkably low" market share for Portuguese cinema, a high dependence on funding from the ICA and difficulties in accessing private funding.
In its diagnosis, the British consultancy said that "the distribution and exhibition offer is uneven throughout the country, which makes it even more difficult to develop the relationship between audiences and national cinema".
Among its recommendations, Olsberg SPI suggested strengthening education around Portuguese cinema and supporting the writing and development of scripts, both for cinema and television.
