Lusa - Business News - Angola: Opposition wants repatriated funds classed as 'extraordinary receipts'

Luanda,Dec.14 (Lusa)- Angola’s main opposition party, UNITA, called on Thursday for funds deposited abroad that are repatriated under new provisions announced by the government to be classed as “extraordinary receipts” in the 2018 state budget.
The proposal was presented by UNITA’s leader, Isaías Samakuva, at the opening of the third meeting of the party’s political committee, which runs to Saturday, and which is mainly focussing on internal party matters, including whether he will stay on as leader.
Samakuva wondered aloud who might be the people who, as the country’s president, João Lourenço, said recently, have been keeping funds out of sight of the authorities, and said that Angolans hope that the head of state – who also heads the executive - "uses his constitutional powers and take control of the state and its currency.”
According to the UNITA leader, Angolans agree with Lourenço and hope that other fortunes amassed without due scrutiny are declared, so that they may be legitimately invested in the country.
On Wednesday the president announced that the government would establish a grade period for all Angolans to bring back capital from abroad, after which legal steps will be taken to recover it. During the grace period, Lourenço said, in a speech to his own party, the MPLA, “they will not be bothered, they will not be asked their reasons for having money abroad, they will not be sued”.
On Thursday, the opposition leader said that much of the money kept abroad “belongs or is liked to the same political family” as the president, “the MPLA, which subverted the state to institucionalise corruption and which is now saying to the owners of the money that it aims to combat corruption.” The party, Samakuva said, “recognises that it violated the law ... and cheated Angolans” and “it does not want, of course, to make those responsible for this robbery answerable.”
UNITA would not, he said, “pronounce on the legitimacy of morality of this measure. But Angolans are watching and will know how to judge the seriousness of the MPLA’s 'mea culpa'.”
