MAP - L'Afrique a besoin de créer de la valeur ajoutée locale et des filières intégrées en harmonie avec les chaînes de valeur mondiale (Mezouar)

Dakhla - 18 mars 2019 - (MAP) -L’Afrique, qui fait l’objet depuis ces dernières années d’un intérêt croissant de la part des investisseurs internationaux, a besoin de créer de la valeur ajoutée locale et des filières intégrées capables de s’arrimer aux chaînes de valeurs mondiales, a indiqué, samedi à Dakhla, le président de la Confédération générale des entreprises du Maroc (CGEM), Salaheddine Mezouar.

Faisant face à un défi démographique qui lui impose de trouver des solutions intelligentes, combinant à la fois croissance et création d’opportunités de travail pour les jeunes, le continent africain est appelé plus que jamais à développer ses secteurs liés à l’industrie pour en faire un moteur de croissance, a relevé M. Mezouar qui s’exprimait lors d’un événement parallèle organisé dans le cadre de la 5ème session annuelle du Forum Crans Montana à Dakhla.
Malgré sa condition de premier réservoir mondial des ressources naturelles, l’Afrique souffre de nombre de problèmes liés notamment au chômage, au manque d’infrastructures et à un retard en matière d’arsenal législatif et réglementaire, a dit M. Mezouar lors de cette rencontre sur le thème « Business in Africa : comment construire les nouvelles synergies intra-africaines ? », organisée par la CGEM et le ministère délégué chargé de la Coopération africaine.
Avec un marché d’un milliard de consommateurs dont le tiers appartient aujourd’hui à la classe moyenne, l’Afrique doit trier ses priorités et renforcer, en premier lieu, la connectivité et les infrastructures, a-t-il martelé, précisant que l’existence du fonds Africa50 pour les infrastructures est un début, mais il faudrait des dizaines de fonds comme Africa50 pour pallier le besoin.
Pour que les acteurs internationaux investissent dans les infrastructures, ils doivent avoir l’assurance d’un retour sur investissement dans le long terme et être protégés par des textes clairs, lisibles et stables dans le temps, a estimé M. Mezouar, ajoutant que l’Afrique a besoin d’une vision économique partagée, supranationale qui permette l’intégration industrielle autour des métiers mondiaux.
A son tour, le ministre délégué chargé de la Coopération Africaine, Mohcine Jazouli, a précisé qu’aujourd’hui le PIB des 54 pays de l’Afrique totalise 2200 milliards de dollars soit un PIB moyen de 1800 dollars par habitant.
Pour atteindre le niveau des pays émergents et répondre aux attentes des jeunes africains dont le nombre se situera à plus d’un milliard en 2050, il faut réaliser un PIB africain entre 22.000 et 24.000 milliards de dollars, a poursuivi M. Jazouli.
Pour le ministre délégué, la mise en place d’une zone de libre-échange continentale africaine est devenue une nécessité pressante pour réaliser la complémentarité économique et les objectifs du développement, faisant noter que l’Afrique est le continent des « défis, des enjeux, mais aussi et surtout des opportunités ».
Avoir une croissance annuelle moyenne de 7% pour répondre aux besoins des populations africaines exige le renforcement des échanges commerciaux inter-africains et l’élimination des barrières douanières qui entravent actuellement le développement du commerce et de l’économie dans l’espace africain, a soutenu M. Jazouli.
Cet événement parallèle, qui a connu la participation de plusieurs responsables économiques, experts, consultants et hommes d’affaires, a mis l’accent sur l’importance du secteur privé pour accompagner les stratégies publiques mises en place pour réaliser la complémentarité africaine.
L’accent a été également mis sur les moyens de faire de l’Afrique une puissance économique, les spécificités économiques du continent et les mesures à même d’encourager les investissements.
