Porto,Nov.13(Lusa) - The debate on the legalization of soft drug use will be the focus of CannaDouro - 1st International Hemp Fair in Porto, scheduled for 18 and 19 November in the city, the fair's promoter told Lusa.
Saying that "the right to individual freedom" is at stake and that currently "you just don't go to prison," for consumption, João Carvalho explained that the aim is "to tell people that, even if they are caught with some substance, in doses lower to what is considered trafficking, that doesn't mean that they are ill and have to go to a psychology appointment." According to Carvalho these people are, "mere consumers."
Drug use in Portugal has been decriminalised, but is still an offence. Consumption of illicit psychoactive substances is no longer the subject of criminal proceedings (and thefrerfore not dealt with by the courts), but is considered social misconduct, and people found to be consuming drugs are put up before a 'dissuasion' commission, according to the website of the Intervention Service on Addictive Behaviours and Dependencies (SICAD).
By law, the amount set in Portugal for personalconsumption is "under five grams of hashish and 25 grammes of weed," said Carvalho, who believes citizens should be able to have an amount that is "higher or the one needed for their consumption habits."
"Despite the prejudice that exists, we want people to have the individual freedom to choose what they think is right for them," said the CannaDouro promoter, considering the current amounts "unrealistic."
According to João Carvalho, CannaDouro intends, above all, to "promote conscious consumption, and informed use, preventing health situations, in terms of individual and public health," which isit has set up a fair tto discuss the value of hemp, from cannabis to CBD - cannabidiol, or "green gold," as it is often called.
CBD "is one of over 113 cannabinoids identified in the cannabis plant and is not psychoactive and is now used throughout the world to treat a variety of diseases, sometimes in addition to conventional treatments," explained one of the fair's organisers.
"Portugal, in 2001, placed itself at the forefront of the world in the State's relationship with the authorities in decriminalising the consumption of cannabis and drugs in general," said the CannaDouro promoter.But 16 years on, Carvalho wants more from the Government, arguing that "decriminalising does not bring light, information or conscious use to younger people and the general public."
The industrial cultivation of hemp "has an immense level of regulation and is highly bureaucratic, and has recently fallen into the paradox in Portugal where there was an investment of €20 million by a Canadian company in the highly specialised and technical cultivation of hemp for CBD extraction of the CBD, even though this practice is illegal here," Carvalho said.
